Currently the City of Kalispell only issues business licenses for gas fitters. The Building Department is responsible for administering the gas fitters test and issuing licenses and renewals for both businesses and individual gas fitters. You can now pay for your electrical, mechanical and plumbing permits as part of the online application process. You can either create a PayPal account or use a credit card. Once the permit is submitted to the Kalispell Building Department our Permit Technician will verify the information and payment amount and then issue the permit. If you do not wish to use the online permitting program you can still pay by credit card, mail us a check, or come into our office to pay for your permits, the choice is yours.
When a complaint is brought against someone, the Court sends out a summons to that person which requires them to appear at Court within a certain amount of time. If they appear and plead guilty, you will not have to do anything further. If they plead not guilty, the Court will set a trial date, and the City Attorney's office will send you a subpoena about a month before the date of the trial.
A subpoena is a notice to appear at a trial as a witness. On the day of the trial, come in about 15 minutes early to speak with the Prosecutor. If you like, you can review your witness statement at that time, if you filled one out. When you are called to the stand, tell your story truthfully. You will receive a $10 witness fee for your testimony.

For faster advanced medical care. Most of Kalispell’s firefighters are cross-trained as paramedics and we carry much of the same medical equipment on our fire apparatus as the ambulances. For serious medical calls, the patient will benefit from having the closest available unit respond to initiate care and having the additional personnel to assist with care and preparation for transport saves even more time. In these cases, an engine company is sent with an ambulance so that advanced care (intravenous access, medication administration, cardiac electrical therapy, etc.) can be done promptly resulting in better patient outcomes. Firefighters work a unique schedule consisting of 24-hour shifts and have no allotted meal breaks. They generally combine their own money to supply food for the shift. They do not have the freedom to go anywhere alone, as crew integrity must be maintained to allow the most effective service at the time of an emergency.
Firefighters are often out of their stations for long hours running emergency calls, training, conducting fire inspections, hydrant testing and fulfilling public education requests. They remain available for calls by portable radio and will respond regardless of location or non-emergent status anytime they are outside of the station. Open burning is prohibited at all times in the city. A small recreational warming fire is allowed so long as it does not produce offensive smoke or odor emissions and is contained inside an approved structure and is not within 25 feet of a structure. We look for motivated people with work history and education related to the fields of pre-hospital medicine (EMS) and fire science. Kalispell firefighters maintain 20 hours of training per month as a minimum standard. All firefighters are at least EMT-Basic certified, with most being Paramedics; these Emergency Medical Services certifications have additional continuing education requirements. They also conduct “company-level” commercial fire prevention inspections, check and maintain equipment and apparatus, teach fire safety to schools, test hydrants, study, maintain physical condition, conduct station tours, supervise fire drills, and document all fire and Emergency Medical Services calls. Some firefighters are involved in various departmental committees and special teams, such as hazardous materials, rope rescue and tactical paramedicine (SWAT medic). They may not need to be serviced but even if an extinguisher hasn't been used, it still needs to be inspected to make sure there's no corrosion, that nothing has been damaged, and that everything is set for it to operate properly when needed. When sufficient heat hits a sprinkler, the special solder holding the metal parts together melts, or the fluid in the glass vial expands enough to break the glass. No, there are certain charges you must appear for. Most minor traffic tickets are able to be paid for at the window or on-line rather than appearing in front of the Judge.
Kalispell Municipal Court does not have the power to expunge a conviction. The legislature has granted that authority exclusively to District Courts.
If your sentence was deferred at the time it was pronounced AND you have successfully completed all conditions of the sentence, the Court can dismiss the charge and seal your cause number. What that means is that the public does not have access to the details of the conviction and your criminal record will state that the charge has been dismissed.
If you believe you meet both of these conditions, then you should file a Motion to Dismiss with the court.
This request will be denied if the Court finds that you (1) did not complete all conditions of your sentence on time; (2) if you had a new charge during the time the deferred sentence was running or (3) if the time for deferment has not expired.

The Montana Department of Motor Vehicles (DMV) assigns points to convictions for traffic offenses. Municipal Court is required to report all convictions to the DMV. Defendants who are represented by attorney should request their counsel file a motion to continue on their behalf.If you represent yourself (Pro Se) you may motion the court in writing to continue a scheduled hearing. Clerks can provide you with a form to complete, and there is one on-line, which should be brought to the City Attorneys so their office can indicate on the motion whether the continuance is opposed by the prosecution or not. Your motion should indicate how much time in weeks you are asking for and why. The motion should be signed and dated by the defendant and filed with the court.

If the judge ordered a Deferred Imposition of Sentence on a traffic violation you will need to contact the court on/after the deferral period. A clerk will be able to grant the deferral if the balance was paid as ordered and there have been no new violations. Within a few business days the state will remove the points associated with the conviction from your driving record. Deferred criminal charges require the defendant or their attorney to request in writing that the deferral be granted. Certain government agencies will still be able to see record of charges but not the general public. The court is of limited jurisdiction and cannot expunge a record but defendants may petition in a District Court to have the physical and electronic record of a conviction destroyed.

All residential users who do not have separately metered sprinkling services will be charged during the months of May, June, July, August, September, and October $2.56 per thousand gallons on the amount of consumption used in excess of the winter average period (November through February).
We attempt to read all water meters monthly. If a reading is unattainable, your usage will be estimated and a note will be sent to the owner requiring our meter techs to maintenance your meter.
Meters are read from left to right, the same as the odometer on an automobile.
Water meters are generally located in the crawlspace or utility room of most older residences. They can also be in the front yard located in a meter pit.
There is a shut-off valve located below your meter (see where is my meter?). If this valve is inoperable the City will need to shut off the service at the curb-valve located at the front of the property so you can repair your shut-off valve. Hardware stores usually sell pipe insulation that is inexpensive and easy to install. Meters can be protected by wrapping insulation around them. A blanket can be used as a temporary precaution.
As weather conditions change we often must alter our snow-fighting strategy in the midst of the snow removal operations in order to control drifting snow, ice or other special problems. We cannot give you an estimate of when your street will be cleared due to ever-changing weather conditions.
We understand that clearing snow berms is inconvenient and frustrating, but it is unfortunately a byproduct of snow plowing. Snow plows are designed to push snow to the side. It is inevitable for snow to be deposited at the end of driveways and on sidewalks during plowing. To minimize the impact, we recommend piling the snow to the right side of your driveway when facing the street. The plows make four to six passes down a street to clear it curb to curb which may deposit additional snow after you have shoveled. Our drivers plow at low speeds to minimize these issues, but this is an inevitable side effect of plowing which can be exacerbated by higher snowfall amounts and light fluffy snow.
We are sorry that this occasionally happens, but in making as many roads passable to the community as a whole and as quickly as possible, there is no way to avoid it. It is the property owner or occupant’s responsibility to clear the berms from their driveway.
Unfortunately, snow removal services are not available from the City. The City encourages residents to reach out to a family member, friend, neighbor, or a local organization that may be able to help.
When plowing, the snow may end up on the driveway you just shoveled. We apologize for the inconvenience this causes you. If your schedule permits, you may want to wait and clear your driveway after City plows have passed through your street. If it is a significant snowfall, the snowplows will probably be back.
Streets are typically opened with one pass through, so that streets can be made passable for drivers as soon as practical. Snowplows may return to open the street curb-to-curb. This is done to clear areas for on-street parking, where it is permitted, and to allow melting snow to drain into catch basins. We regret that you may find some of this snow on your recently shoveled driveway and you have to shovel it again.
If your driveway is cleared before the street is completed, clear the area to the right of the driveway if you are facing the house, (the oncoming side). When the plow comes by the snow will dump in this clear area instead of your driveway approach. The more snow you clear from this area, the less will be deposited at your driveway entrance.
Residents, businesses, homeowner associations or their snow plowing service are not allowed to plow or shovel snow from their private property, parking areas, driveways or sidewalks into the street. Placing snow in a public street, is a violation of City Code 24-18. Piling or plowing snow into the street creates unsafe situations for drivers, extends the time that snow and ice will remain on the street and adds to the drainage and re-freezing problems in shaded areas.
Alleys are secondary public right-of-ways that are not maintained the same as streets but provide rear driveway access to properties and a corridor for other public utilities and services, such as garbage. The Solid Waste Division, when time allows, will plow the alleys in order for their equipment to service the garbage containers.
It is the property owner’s responsibility to keep the sidewalks adjacent to their property clear of snow and ice per Kalispell Municipal Code 24-17. This City Code applies to all businesses and residents within city limits. Prompt removal of snow and ice keep the sidewalks safe and accessible for pedestrian passage.
The responsibility to keep bike paths clear of snow is addressed in Kalispell Municipal Code 28-03-16 “Sidewalks or bike paths, in instances where a bike path takes the place of a sidewalk along the adjacent street, shall be kept clear of snow, debris, bushes, etc., by the adjacent property owner or by an owners association if one is created for that purpose.”
The residents occupying property near a hydrant are asked to clear snow from the fire hydrants. Consider helping elderly friends, neighbors, or those with medical conditions to keep their fire hydrants clear.
The sidewalks in front of cluster mailboxes are the responsibility of either the homeowners associations or the property owners adjacent to the boxes. The clearing of sidewalks around mailboxes at individual resident properties is the responsibility of the property owner.
If a City snow plow causes lawn damage, please contact the City of Kalispell's Public Works Department at 406-758-7720 on normal business days between 8:00 a.m. and 5:00 p.m. You will be placed on a list for spring cleanup once all the snow is melted.
If you have purchased an existing home in the city limits you may already have a garbage container. It may be an individual 100-gallon container or a 300-gallon shared container in the alley. If the home is a brand-new construction, the property owner must contact the Public Works Department at 758-7720 to initiate service and pay a pro-rated solid waste assessment. You can visit the City of Kalispell Solid Waste Collection Map to verify if your address already has garbage service.

The City of Kalispell Solid Waste customers pay for their solid waste through their property tax bill. Solid Waste fees appear on the property tax bill as special assessments. To view your property tax bill, visit the Flathead County website http://landpublic.flathead.mt.gov/lipublic/

We do not offer recycling through the City of Kalispell. However, if you wish to recycle there are several drop site locations in the valley and some curbside pick-up options please see link below
The City of Kalispell Solid Waste Department will clean up deer carcasses if they are within city limits and in the public right-of- way. If the remains are on private property, it is the property owner’s responsibility dispose of it.
On the third Saturday of each month the Flathead County Landfill offers free household hazardous waste collection. Latex paints may be air-dried or solidified in sand or kitty litter and then double bagged for disposal.

The City does not handle tire disposal. Homeowners are responsible for the proper disposal of tires. Each household is permitted to dispose of up to four passenger tires annually at no cost at the Flathead County Landfill. For the disposal of five or more passenger tires, please get in touch with the Flathead County Landfill at 406-758-5910 for pricing information. If you need to dispose of a substantial quantity of tires or large tractor tires, please contact Enviro Tire at 755-7716.
The City of Kalispell Solid Waste Division does not provide rental or temporary containers.
Residents should have their container placed out on the curb no later than 7am on their collection day or the night prior (upon HOA approval). Please roll the container all the way out to the street in front of the curb line and 10 feet from any parked vehicle when possible.

Check your container to be sure there is no cause of obstruction i.e. pizza boxes or any cardboard, or larger items that are unbagged can typically get squeezed by the arm of the truck and block the garbage below it from being dumped. The city-issued garbage container is the property of the City of Kalispell. Please leave the container at the residence when you move.
You can request an additional trash container for an additional cost per year.
Roll out customers can bag reasonable amounts of lawn debris and place them in your container if there is room. Please be considerate of the weight of the material. Wet yard waste gets heavy and can place an unintended strain on the solid waste equipment.
The City does not replace or clean rollout containers due to smell. It is the responsibility of the homeowner to clean their container.
From time to time maintenance is required on containers or they may need to be replaced. Call the Public Works Department at 758-7720 to request a repair or replacement. A supervisor will assess the container. If it is beyond repair due to normal wear and tear, or was damaged while being serviced, it will be repaired or replaced free of charge. Containers will not be replaced for free because of abuse. Stolen or missing containers are handled on a case by case basis.

Each rollout service receives one free “Special Request Pickup” per year. You can request a Bulk Waste Collection Truck (Special Request Pickup) to pick up items you are unable to bring to the dump. Please contact the Public Works Department at 406-758-7720 to schedule your Special Request Pickup.
The containers are for use of all residents that share the alley within the same block. Please utilize the container closest to you and should it fill up you may use the next closest container.
Each customer is assessed for 100 gallons per single-family residence and this determines the number of containers provided within your alley.
The city will not pick up large appliances or pallets that are dumped in the alley.
Loose garbage that falls out of the containers when dumped is due to the improper bagging of garbage and is ultimately the responsibility of everyone who shares the container to keep the surrounding area clean.
Reasonable amounts of lawn trimmings shall be put in bags and placed on either side the alley as so not to obstruct City container, for separate pick up. Please do not place loose grass clippings in or around the containers. Please be considerate of the weight of the bagged material. The City recently completed an update to the Water and Wastewater System Facility Plans. The Facility Plans identified numerous critical improvements necessary to ensure the future sustainability and reliability of both systems. The critical needs include the replacement and rehabilitation of aging infrastructure and to ensure compliance of required regulatory mandates to protect public health and safety. If approved by City Council, the rate increases enable the City to make important investments in the systems over the next few years, while also keeping up with the impacts of inflation in the general operation of the systems, and maintain our commitment to the City’s future growth and sustainability.
Water admin/fixed monthly rate was last adjusted in 2019 with a proposed 7-year rate increase schedule.
The rates would become effective September 1, 2023 (with the October 2023 billing cycle). Increases would be phased in over a four-year period.
The proposed increase is only for the water rate. The water and sewer utilities are two separate funds that do not overlap. The proposed increases are designed to fund maintenance, operations, and specific infrastructure improvement projects as they are scheduled to occur over the next several years.
The increase in the first year is necessary to meet past and current capital funding costs and to meet the required bonded debt coverage. The overall adjustments in the first year provides funding for several capital funding components. First, the additional revenue is needed to meet existing long-term borrowing annual payments. Second, with the regulatory required improvements, additional long-term borrowing is planned to implement the required infrastructure. Finally, with long-term borrowing, the City has a policy, and is required, to maintain sufficient revenues for debt service coverage ratios. The sum of these three components, necessitate the overall increases in the first year for water and sewer. Unfortunately, these increases cannot be spread out over time as the City would not meet the financial requirements to fund the necessary infrastructure improvements.

The fixed charge supports recurring utility expenses such as electricity, fuel, natural gas, insurance, rent, debt service, and employee costs and benefits.
The consumption charge is based on your metered water usage each month. You are billed for every 1,000 gallons of usage you consume each month. The sewer consumption charge is also based on flow/usage through the water meter.
The monthly meter charge is based on the size of your water meter (normally a ¾” meter for residential). The fee pays for the cost of replacing water meters when they reach the end of their service life.
The City is transitioning to an Advanced Metering Infrastructure (AMI) system and as part of this project, will be installing new “smart” water meters. These meters provide both you and the City with many benefits, including better tools to monitor our system, enhancing proactive maintenance, and ensuring that very little water is wasted from costly leaks or breaks. When your current water meter is changed out with a “smart” meter you will incur a monthly hosting fee of $0.89 and you will have access to your water usage data 24/7. The online customer portal will show you how much water you’re using on a daily and hourly basis. You can set up water alerts that will notify you about continuous water flow that could be from an undetected leak. Knowing your daily and hourly water use can help you make informed decisions about using water efficiently. This can help you save money on your next water bill.
Our water and sewer systems operate service 24 hours a day, 7 days a week, 365 days a year. System operation, maintenance and improvements must be completed throughout the year and these fixed costs are funded by water and sewer base rates. The rate structure is based on a cost of service analysis that includes these fixed costs to cover non-consumption expenses such as customer service and billing, debt payments, and maintenance and operation (M&O) of the water and sewer systems that benefit all of our customers on a year-round basis. Additionally, water and sewer rates cover infrastructure improvement, rehabilitation and replacement projects that are necessary to ensure safe, reliable, and continuous operation of our systems.
Percent increases were applied to the revenue amounts as developed in 2019 rate study. In 2019, the City hired HDR an experienced, independent engineering consultant in the water and sewer utility industry to conduct a cost-of-service study that examined current and future revenues, as well as evaluate operation and maintenance expenses, and determine an adequate funding level for Kalispell’s utilities. HDR performed a comprehensive cost of service study to determine whether existing rates were sufficient to meet the system rehabilitation and replacement needs as well as the City’s operational costs for the water and sewer systems. Our current rate structure was also assessed for compliance with industry best practices.
The City has determined additional annual rate increases are necessary over the next four years in order to continue providing reliable and sustainable water services into the future.
The proposed increases to water rates are triggered by many factors including:
If the rate adjustments are not approved, the City will stop progression of planned capital improvement projects and roll back the timeline by which these necessary investments can occur. The City will see more frequent equipment and infrastructure failures resulting in increased service outages, spills and operational impacts. Costly replacement and emergency repairs will increase, along with regulatory non-compliance which leads to fines and eventual increases in costs from the postponement of required projects. Additionally, construction of water system improvements specifically focused on firefighting flow, capacity and availability will be delayed or outright canceled.
You benefit from the assurance that your delivered safe, high-quality water to your home, businesses, and schools, and the water mains are maintained to deliver water on demand and capable to be used for fire protection. The prudent operations and maintenance of the water and sewer utilities protect you, the environment, public safety, and our water resources. The rate increases also allow for the City to maintain the current level of service by allowing for the replacement of aging infrastructure. This will minimize the need for larger future rate increases as a result of deferring infrastructure improvements.
State law requires that customer-based fees/revenues must be used only to pay the costs associated with operating and maintaining the water utilities in compliance with State and Federal regulations. Revenues may not be used to pay for other City services such as streets, parks, or snowplowing.
Revenue from utility rates support the costs of maintaining, operating and supporting our existing system, funding for capital projects, and covering debt service on the bonds issued to fund the capital improvement program. Impact Fees are a one-time fee applied to new construction to provide revenue to the utility to finance all or a part of the capital improvements needed to serve and accommodate new customer growth.
The amount of water you use affects your usage charge. When you use less water, you pay less. You can get the biggest water savings in your home by installing efficient fixtures and fixing leaks. A constantly running toilet may waste about 8 gallons per hour, or 200 gallons per day. Left unnoticed, a running toilet could waste over 6,000 gallons per month. Ensure you are only watering the lawn when needed and adjust your sprinkler system, so you are not watering the gutters.
