Defining Impact Fees

Impact fees are capital recovery fees that are generally established as one-time charges assessed against developers or new water/wastewater customers as a way to recover a part or all of the cost of additional system capacity constructed for their use.

Schedule of Fees

The amount of the fee is determined by the cost-per-unit of new or expanding development. Impact fees are not used for work done for maintenance purposes. If a project is a change in use or expansion, then the fee is the difference between the new and old use. A project may not require payment of all of the fees if they do not generate new demand for all services.

Effective July 1st, 2023: Following is an example of the impact fees for single-family homes, townhouses, and duplexes (defined as Residential). **Does not include the building permit and plan review fee. For information on impact fees for commercial projects please contact the Public Works Department. 

SINGLE FAMILY RESIDENCE

The above water impact fees are based on (1) ERU or proportions thereof, up to a 1" meter. Sewer Residential are based on (1) ERU or proportions thereof.

*The following subdivisions are serviced by Evergreen Water: Buffalo Stage, Glacier Village Greens, Glacier Commons, and Stillwater Bluffs. Therefore the water impact fee is paid directly to the Evergreen Water Office. The city will require that the permit application either be signed-off by Evergreen water or the applicant will need to provide a copy of the receipt verifying payment for water service.
